Our TOMs social value measures

• Themes: Broad areas of focus that define the scope of social value. Examples include jobs, growth, social, environment, and innovation.
• Outcomes: Specific goals or results that contribute to the broader themes. For instance, creating employment opportunities or reducing carbon emissions.
• Measures: Quantifiable indicators used to assess the achievement of outcomes. These can include metrics like the number of jobs created, the amount of CO2 reduced, or the value of community investments.

As an NHS Organisation we are mandated to use the NHS Social Value Model. The model uses Model Award Criteria or MACs to evaluate the social value aspect of procurement decisions.

By mapping MACs to our bespoke TOMs, we have been able to ensure a comprehensive approach to social value, leveraging the strengths of both frameworks to achieve measurable and meaningful social impact. Both systems are designed to integrate social value into procurement processes, but they do so in slightly different ways.

1. Themes: Both MACs and TOMs identify broad areas of focus. For example, themes like jobs, growth, social, environment, and innovation in TOMs can correspond to MACs such as Jobs and Skills, Diversity and Inclusion, and Environment.
2. Outcomes: Specific goals or results that contribute to the broader themes. For instance, creating employment opportunities (a TOMs outcome) aligns with the MACs focus on Jobs and Skills.
3. Measures: Quantifiable indicators used to assess the achievement of outcomes. Both frameworks include metrics to evaluate social value, such as the number of jobs created, or the amount of CO2 reduced.
